The ENVIRONMENTAL CODE defines “integrated management” as the set of activities for the construction and management of the plants (art. 201, paragraph 4, letter a), art. 202, paragraph 5), which must be carried out by a single subject.
In essence, all activities such as collection, transport, recovery and disposal of waste, including the control of these operations, as well as the control of landfills after closure, must be subject to a single regime and entrusted to a single entity.
Legislative Decree 152/2006, as updated by Legislative Decree 205/2010 in implementation of the WasteFramework Directive (2008/98 / CE), in art. 179 indicates the “priority criteria in waste management” and highlights how waste management should normally take place in accordance with the indicated hierarchical scale.
